NETWORK STATE CONSTITUTION

Empire State of Mind – December 24, 2021, Malta

This draft is a merge of five past as well as future constitutions, forked into one Network State Constitution. Not common in designing constitutions, but rather successful in open-source software development.

PREAMBLE

We are sovereign. We are united. We are the future. We are the Birth of a New Age. We are The Future for Our World and Humanity.

Every once in a while a revolutionary idea appears that alters the fabric of our societies. The accompanying behaviours and technologies do not occur by chance; they are the aggregation of ancient trends and the inventiveness of millions. Language, agriculture, parliaments, the printing press, networked computing, blockchains, and artificial intelligence all transformed our world forever, rearranging human societies with a vision for the future. Today, we are bringing forth such a vision.

In a world in which our lives are increasingly digital and borderless, the bureaucratic institutions of the state have been left behind, incapable of providing a peaceful order. The nation state is struggling to keep up with a multi-polar, interconnected world. In this paradigm shift, the supra-national global elite is cannibalising its citizens and the fiat monetary system is collapsing in real time.

We see this as the terminal phase of the Western project, a time of debt slavery, war, displacement, manipulation, corruption, broken ecosystems, widespread surveillance, nihilist values, socialised impoverishment, and bipartisan tyranny. Across the world, we are sleepwalking into a series of interdependent catastrophes, the likes of which have not been witnessed in generations. While most believe the situation is hopeless, we know it is not.

To prove it, we are declaring independence from this dying order, reopening the frontier and establishing CoCo, a self-sovereign network state founded on the solid ground of liberty, security, privacy, openness, and decentralisation.

CoCo represents the dawn of a new age, symbolizing the harmony between coexistence and cooperation — the very core of life. To us, it embodies a community of visionaries and innovators striving to uncover this inherent beauty through collaboration, forming a global nation of shared inspirations and kindred spirits.

Our vision is to harness the transformational power of discovering together, building on our deep urge to invent and imagine a world beyond the tyrannical structures of the decaying status quo. Our mission is neither optional nor guided by chance, it is born out of necessity. We are at the critical juncture where the old system meets the new technology built to replace it, and we see no choice but to use them for our collective liberation.

We know success is inevitable.

We offer those who join us a liberated territory in cyberspace to interact freely in a passionate and respectful manner. To achieve this independence of the mind and body, we are building upon a fully decentralised, privacy-preserving, and politically neutral technology stack. The magic of cryptography gives us privacy, while the resilience of blockchains allows for global, coordinated, coercion-resistant institutions.

These cutting-edge technology is designed to safeguard our basic rights, giving our citizens not only a voice in their governance, and the opportunity to make a difference, but full ownership of their digital governance system. We offer meaning in a world starved of it. We were there at the beginning, when Bitcoin proved this dream was possible. We share its ethos and extend its properties to a user-owned, self-sovereign network state.

On top of this infrastructure we are establishing a parallel society with voluntary, consensus based governing services, designed for plurality and hard-coded to respect fundamental human rights.

What does a world where we succeed look like? What will daily life be like in the network state and how do we solve the problems our citizens face?

In our world, your life is as private as you want it to be. We are not the first to argue that privacy is necessary for an open society in the electronic age. Privacy is not secrecy, it is a fundamental right.

In our world, you own the services you use, no matter if you drive a taxi, start companies, or organise politically. You own your information, your apps, your marketplaces, and your assets. This means a voice in their governance and a stake in their success.

In our realm, assets are both sovereign and secure, safeguarded both legally and technologically from external and internal threats. Network States serve as the digital equivalent of multiple Switzerlands in the electronic age.

In our world culture is free, forkable, and open. Freedom of expression is guaranteed by our underlying technology. If you do not agree with what you have consented to, you are always free to leave or remix.

In our world hegemony is replaced by a plurality of heterogeneous communities, sharing a culture of voluntary consent. Hegemony is not only oppressive but inefficient, stifling creativity and limiting the potential for discovery. Network States are the next step in the evolution of society, from warlike and poverty-stricken barbarism to a prosperous civilisation of voluntary harmony.

In our world the answers will not come from one person, one institution, or one group. We believe the smallest minority is the individual, and no individual is untouched by the experience, cultures, and relations they are party to. Hence we enable plurality instead of tolerating or censoring it.

In our world people are not atomised and treated as machines, because people, not machines, are at the centre of what we envision.

Our world is anonymous and non-elitist.

We do not care who you are.

We do not care about your gender, race, or nationality.

We judge ideas on their merit and value through dialogue.

We are people-powered software and we are relevant because of our uncompromising beliefs.

We are bringing about the second enlightenment of the digital world, because the internet was not built for totalitarian control but for prosperity and emancipation.

We also believe no one is free until we are all free, because no one is an island — we are all pieces of the main.

We know there is going to be a pushback on what we create, but the reward is a freedom nobody has ever felt before.

We will stop only when anybody, anywhere, can experience it.

Some might think of us as radical outliers, as extremists on the fringes of society, a bunch of weirdos. Think again. We come from all generations and social strata.

We are students, teachers, doctors, engineers, lawyers, software developers, traders, marketers, entrepreneurs, and professors, even politicians, and diplomats.

We are your neighbours, your co-workers, your drinking buddies. We are both youth and experience. We are all that make up the fabric of the societies we live in.

We are one of you, but the ones that have become aware of our political autonomy and wish to reclaim our sovereignty. And we toil, every single day, to build a world without fear of coercion, where everyone is at liberty to be whoever they wish, and to choose whichever governance services they desire.

Piece by piece, we build our infrastructure, one line of code, one meetup, one new coliving, one piece of documentation at the time. Together, we are laying the foundations for a world in which we can be self-sovereign in peace and preservation.

NETWORK STATES

Network States are social networks consisting of humans who subscribe voluntarily to the collective vision, philosophy, rules, aims, and integrated cryptocurrency articulated through our constitution and the most fundamental truth of consciousness, to benefit from the fellowship and services offered.

All humans are equal and have the same rights. Any discrimination on the grounds of sex, race, colour, ethnic or social origin, genetic features, language, spirituality or religion, assets, birth, disability, age or sexual orientation is prohibited.

DIGNITY

Human dignity is inviolable. It must be respected and protected.

Freedom of spirituality, religion, worship, conscience, demonstration, and freedom of opinion is guaranteed.

FREEDOM

MENTAL & PHYSICAL INTEGRITY

Every citizen will have the right to life, physical and mental integrity. Freedom of the person is inviolable.

In the fields of medicine, biology and psychology, the following must be respected in particular:

(a) the free and informed consent of the person concerned.

(b) the prohibition on making the human body or artificially altered consciousness as such a source of financial gain.

These rights must not interfere.

Freedom of expression is guaranteed to all citizens. Censorship cannot take place, nor actively or indirectly, nor physiologically or technologically.

The free communication of thoughts and opinions is one of the most precious rights: any citizen thus may think, say, write or publish their opinions.

This right shall include the freedom to distribute, receive and impart information and ideas without interference by any authority.

PERSONAL DEVELOPMENT

Every citizen will have the right to free development of their personality insofar as they do not violate the rights of others or offend against the constitution or the moral law.

Human Beings are born and remain free, equal in rights, and are free in choosing their governance system supporting their particular worldview. 

No human can be forced into any system of control, thus any citizen is free to subscribe to and opt-out from various reality-creating governance systems.

Under no circumstances must any centralised entity claim to be the sole source of truth.

SOVEREIGNTY

The principle of any sovereignty resides essentially in every one of us. Nobody, no individual may exercise any authority which does not proceed directly from the constitution and thus the humans’ consent.

Although we refuse to allow any supranational entity, territorial government, individual, artificial created consciousness, to take our sovereignty without our consent, nor accept any universal agreement amongst ourselves on how we should, or should not, live our lives, we still seek cooperation with one another.

We depend on our reputation in temporary territorial host countries. Therefore we respect the manifold of the host states’ culture and do not violate the laws and rules of our hosts.

We represent the future of humanity, which necessitates the best manners and behaviours, namely Courage, Temperance, Liberality, Magnificence, Generosity, Ambition, Patience, Friendliness, Truthfulness, Modesty and Justice.

UNITY

No one shall be held in physical or psychological slavery or servitude, especially in regards to the power of artificially generated consciousness or the use of technology against humanity. 

We are coming in peace, unity and restrain ourselves from any form of physical or psychological interference or warfare.
